Michael Vick is a long way away from being a complete QB. He goes #1 based on his incredible potential. 

 
OU's Josh Heupel may have had a great year in 2001 but scouts are worried about his arm strength and athleticism.

Josh Booty has the ability to be an NFL starter. In fact, at first glance, he looks a lot like Peyton Manning. However, Booty is a long way away and will need a lot of work before he can contribute. 

 
Bart Hendricks has all the intangibles needed in a QB. His only drawback is size. A lot like Brees and Heupel. Also reminiscent of Jake Plummer.

Marshall's Byron Leftwitch replaced NFL First Rounder Chad Pennington very well in 2000. Leftwitch led the Herd to yet another MAC title. At 6'5 with a big arm, Leftwitch will be a great prospect in a couple of years.
